A Message from the Premier
The Virgin Islands has been building its constitutional foundation since 1950. Each generation has had a responsibility to look at that foundation and ask whether it still serves the people. This review is our generation's answer to that question.
We went to every island. We consulted residents. And in April 2026, all 13 elected Members of the House of Assembly, Government and Opposition together, agreed on 27 proposed constitutional amendments to take to negotiations with the United Kingdom.
This is not a government exercise. This constitution belongs to every Virgin Islander at home and in the diaspora, and to every person who has chosen these islands and built their life here.
I encourage you to read what was agreed, understand why it matters, and share it with someone who has not yet seen it. The negotiating team is going to London with a clear, united mandate. The stronger the public's understanding of that mandate, the stronger our position at the table.
This is our constitution. This is our voice. And this is our moment.

THE TEAM
The Virgin Islands is not approaching these negotiations unprepared. The Constitutional Negotiating Committee brings together elected Government, the Opposition, the legal experts who helped build the recommendations, and experienced constitutional lawyers who have done this before. This is a team that knows our history, understands our rights, and is ready to fight for our future.
